90 Years of the FHA: Cementing the American Dream of Homeownership


On June 27, 2024, the Federal Housing Administration (FHA) celebrated an impressive milestone—its 90th anniversary—marking nearly a century since its inception through the National Housing Act signed by President Franklin D. Roosevelt in 1934. 

This momentous occasion was observed with a ceremony at the HUD headquarters in Washington D.C., highlighted by poignant addresses from HUD Acting Secretary Adrianne Todman and Federal Housing Commissioner Julia Gordon, in the presence of past FHA Commissioners and key stakeholders in the housing finance community.

Echoing a Legacy of Impact and Opportunity

Acting Secretary Todman honored the profound influence of the FHA in making homeownership attainable for millions, reflecting deep societal impacts. Todman remarked, "The Federal Housing Administration has provided a path to homeownership for millions of people, and changed their families' lives for generations to come,” emphasizing current initiatives, “Under the Biden-Harris Administration, we are ensuring that FHA is accessible to everyone, particularly first-time homebuyers and people we have provided with fair access to homeownership in the past.”

Commissioner Gordon discussed the agency's 90 years highlighting the successes and obstacles along the way. She pinpointed the critical support the FHA has extended to first-time homebuyers, minorities, and the economically disadvantaged. 

"As one of the first public-private partnerships, FHA has a rich history of supporting the nation’s housing system in all market conditions and making homeownership possible for those not adequately served by the private market,” said Gordon.

FHA’s Pivotal Role in Promoting Homeownership

Currently, the largest mortgage insurer globally, the FHA has consistently played a key role in supporting a varied demographic, focusing on first-time buyers, low- to moderate-income households, and communities of color. Its programs have enabled over 91 million people to start their homeownership journey, thereby contributing to generational wealth and stability.

Today, over seven million families reside in homes financed with FHA-insured mortgages. Additionally, the organization backs more than 11,000 multifamily projects and over 3,700 healthcare facilities, promoting both housing and health access.

Enhancing Housing Equity and Support

In alignment with the Biden-Harris Administration's goals, significant measures have been undertaken to dismantle barriers to homeownership, enrich affordable rental housing options, and elevate healthcare facility standards. Since 2021, the FHA has been instrumental for over 3.4 million homeowners and renters. 

In a significant policy update, the FHA reduced the annual mortgage insurance premium by 35% in March 2023, offering considerable savings for homeowners. Efforts such as the Home Equity Conversion Mortgage program and adjustments to accommodate borrowers with student loan debts further demonstrate FHA’s commitment to inclusivity.

The agency also actively addresses housing discrimination, enhances community growth, and supports populations affected by ongoing economic uncertainties, including the COVID-19 pandemic. Initiatives like supporting the financing of manufactured home communities and promoting energy-efficient housing projects are part of these comprehensive efforts.

As the FHA looks back over its rich history from 1934 through transformative legislative developments to today's efforts in fostering inclusivity, the agency remains committed to its founding mission. The FHA continues to advocate for robust, equitable housing markets, striving to ensure the provision of durable, affordable homes for all Americans.
